Summary

Create a new /manifesto command to view and manage the organization-level manifesto. This is distinct from /vision which handles product-level vision.

Behavior

If no manifesto.md exists: Guide through creation (personas, jobs, beliefs, principles, non-goals)
If manifesto exists: Display current manifesto with formatted output
