Add CI status section to dashboard command

- Add new section to display recent workflow runs from tea actions runs
- Show status indicators: [SUCCESS], [FAILURE], [RUNNING], [PENDING]
- Highlight failed runs with bold formatting for visibility
- Gracefully handle repos without CI configured
- Include example output format for clarity
