Create /manifesto command for organization vision

Adds new command to view and manage the organization-level manifesto.
Distinct from /vision which handles product-level vision.

Features:
- Guides manifesto creation if none exists
- Displays formatted summary of existing manifesto
- References vision-management skill
- Clear output format for all sections
